For a connection without problems must allow or open in the firewall on port 3306 (MySQL), 5432 (Postgres) or port used for connection.

Also configure, enable or add the IP used for remote connections in the permissions file like pg_hba.conf (Postgres), my.ini (Windows) or my.cnf (Linux).

Better to have fixed ip non modify IP configuration files permission, otherwise should be allowed ranges of IP to better use.
